This is a cotton "nobori" flag. It's an old item, likely custom-ordered. It has a pattern of a "hoju" (sacred jewel) at the top, which is an auspicious design. The characters are perfect for the first "Uma no Hi" (Day of the Horse) of the year. It's made of thick, sturdy cotton fabric.
