This is a 100mm to 200mm VESA adapter (monitor bracket). It's a plate-type bracket for attaching a monitor with a VESA 100x100mm pattern to a mount with a 200x200mm pattern, etc. There are markings that look like the residue from peeled-off tape, but there are no issues with installation or use, and it functions well.
