This is a vintage Karaori obi (sash). The base is a calm vermillion color with gold tortoiseshell patterns, and vibrant Karaori kiri-karakusa (paulownia arabesque) on top. It has a vintage feel and the luxuriousness of Noh costumes. The lining is satin fabric with a hand-painted design. It may have originally been a Maru obi (round obi) that was cut in half lengthwise and remade into a Fukuro obi (bag obi).
