These are amenities you receive when you ride the JR Bus Dream Relier. The Relier logo-emblazoned Kyusoku Jikan (rest time) foot pads were a limited-edition amenity available only shortly after the service began (in 2017) and are rare. Of course, they are unused. They have been stored at home by a non-professional for many years, so there are some minor stains and wrinkles. Please refrain from purchasing if you are overly concerned about condition.
