This is a commuter pass from the Tokyo Kyuko Electric Railway in 1945 (Showa 20). It says "Namikibashi, Osaki via," and it seems there used to be a Namikibashi Station on the Tokyu Toyoko Line. This is a ticket from that time. Also, Fuchu Koto (Prefectural High School) seems to have changed its name to Toritsu Koko-eki (Metropolitan High School Station) in 1943 (Showa 18), but the name Fuchu Koto Station is still used in 1945, which is confusing... Since it's from 1945, it's a very old ticket from right after the end of the war. There is age-related deterioration.
