A monk of the Shingon sect in the late Heian period. He was a close retainer of Emperor Go-Shirakawa. In the first year of Jisho (1177), he plotted with Fujiwara no Narichika and others to overthrow the Taira clan, supporting Emperor Go-Shirakawa at the Shishigatani villa, but the plot was discovered, and he was exiled to Kikai Island. In the general amnesty the following year, only Shunkan was not pardoned and was left on the island.
