This is a reed adjustment stone. This one has slightly coarser abrasive grains. It's a tool to revive unusable or difficult-to-use reeds, such as those that are too thick and hard to blow, uneven on the sides, or have absorbed water and swelled. Adjust the reed by rubbing it against the stone, as shown in the second photo. Even if the back of the reed appears flat at first glance, it's said to be uneven at the nano level, and even a little rubbing can make a difference in the sound and playing feel.
