This is a Hello Kitty ballpoint pen, a collaboration item with Hutch the Honeybee. It's a very cute item. Although it's unused, it's an old item. The packaging has some light soiling and peeling stickers. There are signs of the seal being opened, so it's possible it was used for a test write. I don't think the ink will come out.
