This appears to be an old horse ornament. It's quite tattered. The ball in the center of the bells are missing in some, replaced with hexagonal nuts. Please refer to the photos. The sound when shaken seems nice. The wooden branch at the top (horizontal) was added for the photo and is not included. I don't know much about it.
