This is a very cute three-tiered skirt with a mix of pink and blue colors. The waist is elastic and quite narrow. There is no size tag. I bought it about 20 years ago at an Asian-style shop. I've worn it a few times and it's been in the closet ever since. It looks like a dyed skirt. I think it would fit a size S or even SS. It would probably also fit someone who wears a size 160 or 150 (in Japanese sizing).
