This is a Dia Block Casseopeia, EF81. I believe all the parts are present. There is also an instruction manual. I think it's rare because there's almost no information about it online. Dia Block seems to be producing very few of these, so it's probably a discontinued item. It was played with by a child, so there are scratches and dirt on the stickers and blocks.
