This item is a deadstock piece, which is rare to find. The entire garment is soaked in oil, likely to enhance water resistance and chemical resistance. It's difficult to wear as is due to the oil, but it's proof that it's an unused item. Normally, the chest straps are tied through holes, but buttons have been added. They are hand-sewn and the details are unknown. You can either wash the oil out and use it, or keep it as a valuable collection piece.
