I purchased this for my elementary school graduation ceremony. I only wore it for the graduation ceremony, so I think it can still be worn. The blouse has a ribbon that can be removed with buttons. The skirt is worn at the waist, but it seems the size can be adjusted with elastic (see photo 4). I think it can be used as a set or worn as separates.
