This appears to be a plush toy from the "Fan Fan Park" series by Masami Esaka (M. ESAKA). It is manufactured by Oike Co., Ltd. I haven't been able to find the same item through my research, so it may be difficult to obtain now. There are no noticeable stains. The eye parts have yellowed with age, and a bit of the fishing line used for sewing is sticking out from the tip of the tail.
