This is an item from ARTISAN. I think it can be worn as a set with the dress and jacket, or separately. As you would expect from ARTISAN, it's a well-made, sophisticated piece with a very high-quality feel. I wore it only briefly once for event reception duties, and I remember that people at my workplace remembered it and complimented me on it some time later.
