This is a water-blue striped water-repellent, "shaka-shaka" (light, rustling) outer jacket. The hood is stored in a pocket on the back of the neck. You can easily take the hood in and out by opening the zipper (photos 4 and 5). It has two pockets. The buttons are decorative, and the pockets are inside them (photo 6).
