This is an industrial video capture unit. It's a capture unit for importing digital video signals (HD-SDI) to a computer via USB 3.0. It's recognized on Windows 11 without the need for drivers. HD-SDI input supported: Supports full HD signals up to 1080p (1920x1080). I purchased this 10 years ago from Argo Co., Ltd. for 49,800 yen. While they seem to have other models now, this particular model is no longer sold.
