These are natural wood, lacquerware tea trays. They were used with a Gen-emon lidded teacup, so these tea trays are likely of decent quality as well. They appear to be Shunkei-nuri, but it's unknown as there is no box. They have been used a few times, and there are slight scratches on the parts that touch the bottom of the teacups.
