This is a Disney keychain. It has a weight and presence unique to metal. I've searched for it, but I can't find it, so I think it's quite old. The back is clearly stamped with "Tokyo Disneyland / Disney". It has multiple rings, making it easy to use, and can be used not only for collection purposes but also practically.
