These are display stands for Hina dolls and other ornaments. The sizes are 18.5 x 10.5 cm and 13 x 7 cm. The larger one has some peeling on the side (see image). It should be fine if you place the back facing forward. Both have not been used much, but they are old, so please consider this if you are interested. Both are glossy black. The background is reflected due to the gloss, but the stands themselves do not have any noticeable scratches or stains.
