This is a corporate T-shirt from YOKOHAMA Tires. It is an old item, likely from the 80s or 90s. When I purchased it as deadstock, it had a "free size" sticker on it, suggesting it was only available in one size (the sticker is no longer present). There are marks that look like a tag was cut off, but it was originally cut off. I believe it might be a corporate novelty item. I have washed it once since purchasing it, but I have never worn it.
