This is a Shinobue flute, "Takusui" of the Shishida school, crafted by the second-generation flute maker Chuichi Ito of Ito Takekanki Seisakusho, who inherited the techniques of the late Edo period flute maker, Mr. Shishida. Made in the late Showa era, it's a flute over 40 years old. The bamboo is well-dried, and the sound quality and tone are excellent.
