The one with hackle is tied with the intention of retrieving, and it drifts in the water column at an intermediate depth. The one without hackle is a heavier fly suitable for using in a loose-line presentation. You can try drifting it with a marker in a small stream, or retrieving it in a small pond or a managed fishing area. How about a set of 20 flies, 5 of each pattern?
