The seal is open, but the rest is new and unused. I received this along with a portable toilet for my family's caregiving needs, but I didn't use it much, so I'm selling it. The plastic bag inside is torn, so I will dispose of it and package the item separately before sending it. I have pets, so please be aware of this if you are concerned.
