This is a stuffed toy of Bakuchu Mondai, the character played by Bakusho Mondai on Ponkickies. There's a hole in the bottom, so it might be used as a finger puppet. It also has a ball chain, so it can be used as a keychain. It's unused, but it has been stored in this condition, so the Oota Pikari tag is missing, and only the Tanaka Chu tag remains.
