This is a pin badge of the familiar IOC President Bach. The photo is just pasted on, and there's a cherry blossom pattern underneath. It's unclear as I haven't peeled it all off, but it seems to be a commemorative item distributed during the Tokyo Olympics inspection. It's a bit of a rare item.
