Primarily for Jen/Italian-made Cry Baby and VOX wah pedals. The one on the right in the comparison photo is a Cry Baby SUPER, and the one on the left is the item for sale. I don't know the details of the vintage ones, but I often see them with black Phillips head screws in addition to the slotted screws, so I think they were included as standard. They cannot be installed on American-made pedals (Thomas, Jim Dunlop, V847 from the 90s, etc.) because the screws don't fit. (I don't own any other manufacturers, so I don't know if they are compatible.) Some 80s Jen-made pedals may not be compatible. Washers included. The image is a sample.
