This is a marching tenor pad by Xymox. The laminate on the center pad is missing, and the pad itself is peeling. It might be possible to repair it with adhesive. The other parts are usable without any particular problems, but it shows considerable signs of use. The feel is hard, and I believe it is no longer in production.
