Stays are made to accommodate the difference in spacing between US and JP license plate holes, but due to individual differences in US frames, it may be necessary to attach the stays at an angle or slightly modify the frame. When checking the frames in stock, there are variations in the hole diameters and the spacing between holes, with differences of about 5mm. I believe there are also compatibility issues with the vehicle body. The expansion and contraction of resin and iron, and slight misalignments of the mounting hardware. It's unlikely that all vehicles are exactly the same without even a few millimeters of deviation. Adding to that the individual differences in frames, and the deviations can become significant.
