At the congress, the resolution to revise the "Regulations of the All-China Women's Federation" was deliberated and adopted, and Ms. Kang Keqing, the wife of Zhu De, the Vice Chairman of the People's Republic of China, was elected as the chairperson of the All-China Women's Federation. The main design of this stamp features female representatives, with the figures in the foreground symbolizing workers, the figure in the center with a white towel wrapped around her head symbolizing farmers, and the figure wearing glasses above symbolizing intellectuals. These female figures are the main subject, commemorating the Fourth National Women's Congress of China held at the same time. Designed by Pan Keming, this commemorative stamp was issued by the Ministry of Posts and Telecommunications of China and produced by the Beijing Stamp Factory using photogravure printing.
