The rubber band part has deteriorated over time and is now a regular, longer string. Condition Rust on the metal fittings that close the binder, as seen in this type of binder due to aging. Rust is on the part circled in photo 4 (the opposite side is fine). Color difference between the closed parts and other parts, as seen in photo 5.
