It can be worn as an off-shoulder top with the shoulder ribbons, or as a regular short-sleeved dress. When wearing it with the shoulder ribbons, the length can be adjusted by adjusting the ribbons. Please refer to the photos for the length of the fabric only. The waist size is shown in the photos when laid flat, but the waist is fully elastic and stretches considerably. There is no lining.
