In my case, M size hats fit both a Papillon (4.7kg) and a Toy Poodle (2.2kg). Even for dogs of the same breed and weight, there have been reports that the same size fits perfectly or doesn't fit at all. There are individual differences in bone structure, ear position, and hair volume, so it's impossible to know without trying it on.
