This is a promotional card from the phantom TCG crowdfunding project "Dominator" by Ikecchi Tencho. It was a limited card distributed only to crowdfunding supporters and was not available in the market. Dominator seems to have been the project that Gate Ruler was based on. The items included are the promo card (Luminaria Adjust), a postcard, and three letters.
