This is "Orokugushi," a traditional craft from Kiso-Yabuhara, Nagano Prefecture. It is a comb made from Japanese yew wood, hand-carved, which is now a rare technique. This is a fine-toothed comb type with very narrow spacing between the teeth. Although unused, it has been stored for a long time, so please refrain from purchasing if you are sensitive to this.
