This is an old Stussy zip-up hoodie vest. It's a rare reversible boa fleece. There are quite a few Stussy fakes on Mercari, but this is an authentic item purchased about 30 years ago! It's vintage, so there's normal wear and tear, but it's in good condition without any noticeable damage and has a nice feel.
