It appears to have been distributed to those involved in the Iraq reconstruction activities from January to June 2005, but I don't know anything more than that. (I'm sorry, I'm not very knowledgeable, so I can't answer any questions.) Comes with a clear case. I couldn't find any details even after searching, so it seems to be a rare item.
