This is the "Tsuburana Hitomi no Washoku-ya no Namagaki-chan Set" (Round-eyed Japanese Restaurant Oyster-chan Set). The slightly larger one is a baby, and the smaller one is a keychain. Although unused, the tag on the larger one is faded from sun exposure.
