The tulle layers are a bit difficult to see, but they consist of: 1 layer of white lace at the edge, 1 layer of tulle with hard tulle attached at the edge, 1 layer of thin tulle, 1 layer of fabric, and 1 layer of inner fabric with hard tulle on the outside, for a total of 5 layers.
