This is a set of two Rakuten Shopping Panda luggage tags. They are new and unopened, but have been stored by a private individual. The cardboard backing of the one in the photo is bent. The other one has something that looks like a stain or scratch, it's hard to tell (see photo 2). Thank you for your understanding.
