This is a haori (kimono jacket) with a tie-dye pattern. It has been stored in a kimono chest for a long time, unused. Since there is no material listed, I am not sure of the details, but the tie-dye pattern is printed, so I believe it is a synthetic fiber material. The tying cords are hand-sewn.
