This is a Pac-Man plush toy. As anyone who's played Pac-Man knows, the ghosts are usually blue in their normal mode and chase after Pac-Man. But when Pac-Man eats a power pellet, they switch to a reverse mode and become the "vulnerable ghosts," turning into the ones that get eaten, like the red, pink, and yellow ghosts. I was really into the arcade version. The condition is clean, with no stains or fraying. There are many Pac-Man plush toys, but a reversible one seems rare.
