It rotates by firmly inserting the merry-go-round's support pillar all the way in during assembly. The support pillar is difficult to remove, but it can be pulled out by pulling the light green lever while shaking it from side to side. For hygiene reasons, the hanging parts of the characters are not included (I can't remember the name).
