This is a SEGA PS3-compatible arcade controller, the "Virtua Stick High Grade." It uses the familiar Sanwa Denshi joystick and buttons. Operation has been confirmed. I purchased it from an auction site about 10 years ago. I used it a little and then stored it. Two screws are missing from the top panel, so the top panel opens easily. There are traces of tape used in place of the screws, and the bottom plate is made of metal, so there is rust and dirt. The top panel is also made of metal and is heavy, so I don't think there will be any problems with normal use, but if you want to close the top panel properly, please open the bottom plate and secure the top panel screws with your own hex nuts. The inside of the opened top panel is clean, and the buttons, joystick, and board all seem to be working without any problems.
