This is a toy pistol with soft suction cup projectiles. As shown in the second photo, insert the projectile into the barrel and pull the lever to launch it. The projectiles will stick to smooth surfaces like windows. If they don't stick well, try wetting the suction cups slightly. It was a bonus item, but it's surprisingly fun.
