These are quite old, deadstock items from a fishing tackle shop. This is a set of three paper bags that were used when purchasing items like leader lines, main lines, and small accessories. "Kyu-chan" from Marukyu is printed on both sides. These are difficult to obtain now. Although unused, there are minor age-related stains (paper quality?) and wrinkles.
