I thought a size S might be too small, so I bought a size M, but they were too big, even with insoles. I usually wear 22.5cm. I think they would fit around 23-23.5cm, depending on the thickness of socks. I only tried them on at home. I bought these last fall. I have inspected them, but they are items stored at home.
