This is a baby bathing support. Attach it to the inside of the bathtub, and you can bathe with your baby. It's a thoughtful design that allows your baby to bathe comfortably and doesn't burden the adult. When attached to the inside of the bathtub, you can soothe your baby while washing yourself, or wash your baby's body with both hands. Once bathing is finished, you can simply remove the Baby Otter and lay your baby down in the washbasin. About 30 years ago, my mother used this when she was the sole caregiver for my sister when she was 2 years old. The belt was not used at the time, so it was not kept.
