This item has been stored with documents for a long time. The lid appears to be lacquer, and the body is likely plastic. The plastic part has cracked during storage (Photos 5 & 6). The lid has two noticeable scratches (Photos 7 & 8). The small items inside, such as the ink, are old and probably unusable. The rubber stamp was only used once, for congratulations.
