I'm selling this item because I've been collecting it for many years, but I'm downsizing my collection. I bought this when I was a child at a wholesale store that sold cheap sweets and toys. It was located near the super balls, so I think it's a toy that you would scoop out of the water at a festival. There are no markings, so the manufacturer is unknown.
